Course purpose:

The purpose of the course is to equip students with essential knowledge and skills for managing, mitigating, and preventing crises. It enables them to take command during emergency situations on board and during search and rescue operations, collaborating with other sector actors such as ships, SAR units, and Rescue Coordination Centers.

Content and organization:

For communication, the "announcement" function in the CANVAS course page to will be utilized. All students are strongly encouraged to enable proper notifications in their CANVAS settings to ensure that no important information is missed. The 2 most recent announcements will be visible in the top of the course main page.

The course consists of 4 main parts / modules;

Part A - Advanced Firefighting (AFF);

  1. Theoretical lectures (Day 1 & 2).
  2. Practical simulations and exercises (Day 1& 2).

 

Part B - Ship Security Officer (SSO);

  1. Theoretical lectures (#1-4).
  2. Theoretical examination.

 

Part C - Safety Officer;

  1. Organize and carry out a drill (ÖMC / Hättan) for the students in SK1.
  2. Leadership and communication drill in "damage control simulation tank" (ÖMC).
  3. Damage control simulation scenario (FMBS) and analysis of the groups performance.
  4. Simulated SAR scenario with student controlled ships (FMBS / BOS). Observe that the role of OSC will be randomly appointed to any participating bridge by JRCC at the time of simulation.

 

Part D - GMDSS General Operator Certificate (GOC);

  1. Complete a practical GMDSS GOC examination (GMDSS simulator).

 

NOTE: Each part is reviewed and examined separately (ref. examination details in this document) and consists of a mix of theoretical and practical lessons, simulations and exercises. Every task listed above has mandatory attendance and require individual and / or group preparations, submissions of plans or analysis's and independent study of course material / literature etc.


Intended Learning Outcomes (ILO:s):

Part A - Advanced fire fighting (AFF);

(L1) Explain how the organization, procedures and technical systems are used when controlling fire fighting aboard ships.
(L2) Apply procedures when controlling and commanding fire fighting aboard ships.

 

Part B - Ship Security officer (SSO);

(L3) Explain the threats that the ship may be exposed to.
(L4) Explain how hazards and threats can be detected and what actions that should be taken.
(L5) Explain the procedure conducting a security assessment for ships.
(L6.1) Explain actions aboard when implementing the ships security plan.

 

Part C - Safety Officer;

(L6.2) Understand actions to be taken both preventive and during an emergency on board including damage control.
(L7) Conduct a safety exercise recognizing rules, risks and the method of instruction.
(L8) Apply rules and procedures during a search and rescue operation.

 

Part D - GMDSS General Operators Certificate (GOC);

(L9) Apply subsystems within the Global Maritime Distress and Safety System (GMDSS) in order to be able to transmit and receive distress, urgency and safety messages.

Examination:

Approved / Not approved (G / IG):

Part A - Advanced fire fighting (AFF) - 0120 - 2,0HEC;

Certification as per TS: Proficiency in Advanced Fire Fighting / Avancerad brandbekämpning;

Compulsory attendance at lectures and successful completion of all practical exercises (ILO L1, L2).

 

Part B - Ship Security Officer (SSO) - 0220 - 2,0HEC;

Certification as per TS: Proficiency as Ship Security Officer / Skyddsansvarig ombord(*);

Compulsory attendance at lectures and approved submission of all tasks (ILO L3, L4, L5, L6.1).

 

Part C - Safety officer - 0320 - 2,0HEC;

Successful completion of all exercises / tasks and approved submissions related to exercises / tasks (ILO L6.2, L7, L8).

 

Part D - GMDSS General Operators Certificate (GOC) - 0420 - 1,5HEC;

Certification as per TS: General Operator Certificate / allmänt operatörscertifikat (behövs för att hämta ut specialbehörighet);

Practical examination using GMDSS sub-systems (ILO L9).

(*) Certification requires 12 month approved sea-time.


Important general information:

The mandatory elements that are only arranged at specific times, such as seminars, exercises, simulations etc. will need to be compensated for in case of absence through self-study to achieve an equivalent level of knowledge. This occurs after an agreement with the teacher in the form of one or more additional assignments.

If a student fails a task, additional examination opportunities will be offered within a reasonable time frame. Maximum two additional attempts (a total of three attempts) per student will be available after the course is officially completed. Students who still have not achieved a passing grade after this will have further opportunities in connection with the next course session (the following year).

A student submitting an assignment after the specified deadline cannot be guaranteed that the assignment will be graded promptly; full examination will occur only when the respective teacher’s schedule allows.

NOTE: Participation in mandatory sessions may be refused by the responsible instructor if the student has not prepared accordingly.

Part C - Safety Officer plan is updated 2024 and now includes:

  • An updated chronological order.
  • Damage control simulation drill (ÖMC) that ties to the simulation in FMBS (updated 2023).
  • Additional seminars added to ensure proper debrief and presentation of tasks.
  • Updated information and task specification.
